ROME – The ASL Roma 6 has signedthe first company implementation agreement for the affiliated outpatient specialist, the result of shared work between the company and the union. The ASL Roma 6 itself made this known in a press release.
The Extraordinary Commissioner of the ASL Roma 6, Dr., is satisfied. Francesco Marchitelli: “This is an act of great corporate importance, which allows us to offer the population of ASL Roma 6 a wide range of specialist services. The Implementation Agreement will allow a strategic collaboration between the Roma 6 Local Health Authority and Specialized Medicine for the planning of activities on priority objectives which focus on the care of patients, the simplification and facilitation of routes. This agreement improves access to specialist care for citizens and enhances the efficiency of the healthcare system, guaranteeing the volumes of services necessary to respond to the needs of the citizens of the area in a timely manner. It is hoped that this initiative will bring tangible benefits, contributing to a more equitable and efficient healthcare system at a national level”.
The act, based on the latest national agreement for the regulation of relations with internal outpatient specialists, veterinarians and other healthcare professionals, which entered into force on 4 April 2024, represents a significant step towards the improvement of the system local healthcare, with particular attention to the reduction of waiting lists, one of the main critical issues in the healthcare sector.
The implementation agreement – explains the press release – was the result of negotiations and an important and constructive discussion between the ASL Roma 6 and the trade unions that signed the national agreement: Sumai – Cisl Doctors Federation – Uil Fpl and Fespa.
The document was designed to directly address local problems related to access to specialist services. Various aspects were addressed, among which emphasis was placed on the following: greater integration between Medical Directors, Family Doctors and Outpatient Specialists with a view to the new structure of territorial and healthcare medicine for the care of chronic and dehospitalized patients, also as identified by the Ministerial Decree 77/2022. The presence of outpatient specialists will be decisive, which is why greater integration was necessary between the professionals employed by the Company and the outpatient specialists.
The objectives of the agreement aim to guarantee all citizens the same access to services according to the principles of equity and universalism; reduce waiting times by ensuring the quality of care for the user; strengthening the role of outpatient specialists within the new and complex structure of territorial medicine, outlined by Ministerial Decree 77/2022 (Community Homes, Hub and Spoke, Community Hospitals, COT and specialist home care), in a framework of greater integration and strengthening the offer of specialist outpatient care; reservations of supernumerary services in order to guarantee a greater availability of visits and diagnostic services to be able to significantly reduce waiting times valorisation of the figures of the Branch and Institution Managers of the figure of the Interdisciplinary Manager who has the task of coordinating the various specialists belonging to different branches and providing an overall vision of the various company realities; use of Digital Technologies: the agreement enhances digitalised service offerings (telemedicine, dematerialized prescriptions) to achieve prescriptive appropriateness and an increase in the efficiency and quality of care provided to the citizen; training and professional development: particular emphasis is placed on the continuous training of medical specialists, ensuring that they are constantly updated on the latest clinical and technological innovations.
The agreement has a strategic value regarding the Increase in Offer Capacity:
thanks to the increase in services and thanks to the flexibility, the offer capacity in the provision of services by the ASL Roma 6 increases, allowing faster disposal of waiting lists. Through the redistribution of hours in the various specialist branches, we try to respond in a more coherent and immediate way to the health needs of citizens trying to offer services in the disciplines that are most critical for the ASL Roma 6.
