ROME – The Supervisory Body on Equal Access to the TIM Network (OdV) presented today, in the Sala della Regina of Palazzo Montecitorio of the Chamber of Deputies, the 2024 Annual Report on the activities carried out and the results achieved in the year 2023, indicating the activity plan for the current year.
During 2023, the Supervisory Body continued the usual monitoring of equal treatment based on the KPIs defined by the Authority with Resolution no. 395/18/CONS.
In particular, the data collected for all the indicators, updated and made available monthly by TIM, were examined and any deviation, even temporary, between the performance of TIM Retail and that of the OAOs was analysed, carrying out specific focuses to analyze the origin of the detected deviations.
The SB also conducted, in continuity with previous years, the quality analysis of the NetMap database in accordance with the provisions of Determination no. 9/2019. In particular, TIM has continued to make available the updated monthly surveys of the specific KPI which takes into account the level of precision of the geo-localisation of the addresses present in the NetMap database. The data analysis confirmed, also for 2023, the continuous improvement in the level of precision of the information relating to the location of addresses.
THE CONTRIBUTION OF THE ODV TO THE ACTIVITIES OF THE AUTHORITY FOR COMMUNICATIONS GUARANTEES
In 2023, the collaboration between the Supervisory Body and AGCOM continued to be close, focusing on verifying equal treatment and preventing any discrimination in access to the TIM network. The supervisory activity relating to non-discrimination KPIs also continued. In this context, four verification sessions were held with positive results on the correctness of the algorithm for calculating the indicators pursuant to the Del. n. 395/18/CONS. During the four sessions, the calculation algorithms for eight indicators, four for delivery and four for assurance, were examined in detail. The results of the checks made it possible to ascertain the correct use by TIM of the calculation algorithm of the indicators examined and the correspondence of the values found with the KPI values reported by TIM in the monthly reports sent.
THE ACTIVITY PLAN FOR 2024
During 2024, the SB’s activity will be dedicated to maintaining the continuity of its supervisory activities, in full compliance with the current mandate and to support the Communications Regulatory Authority, also through study activities, in-depth analysis and analysis, aimed at examining technical and methodological aspects regarding the non-discrimination issues within its competence. In particular, the action of the SB will take place continuously following five main directions:
– Supervision of the services offered by TIM Wholesale to operators in the delivery and assurance processes of regulated network services (395/18/CONS KPI analysis and related KPOs, KPI evolution, NetMap KPI analysis);
– Active and inspection supervision at the units? TIM operations (checks on the management of saturated NGN Nodes, checks on the requirements for decommissioning local exchanges, tests on new IT releases);
– Supervision of the transparency of the information offered to the market (technical plans for the quality of the access network, technical plans for the development of the access network);
– Supervision of network quality (FTTC network maintenance observatory).
– Technical support to the Authority in the implementation phases of Resolution 114/24/CONS.

“The annual report of the TIM Supervisory Body once again expresses the ability of this structure, strongly desired by Tim and Agcom, to guarantee the elements of non-discrimination in TIM’s access network”. The president of the supervisory body on equal access to the TIM network, Antonio Martusciello, said this this morning in the Regina room of the Chamber of Deputies. “I would say that with the corporate separation that will take place shortly there will be yet another great opportunity for the Supervisory Body because we will be faced with a real regulatory tsunami. There will no longer be vertical integration of the company, and consequently there will be new opportunities for intervention also by the Supervisory Body to ensure that the guarantees that have been given to operators so far are maintained”, added Martusciello.
