RIMINI – Put resources on the “fundamental” part of the contract and not on the accessory one to avoid creating economic inequalities. The renewal of the contract of non-managerial military personnel is one of the issues at the center of the conference organized this afternoon in Rimini by Usami, the trade union union of the Air Force military associations, with the majority of the trade unions of the Armed Forces and the deputy of the Democratic Party present , member of the Defense commission, Andrea De Maria. The general secretary Enzo Trevisiol recalls that 1.5 billion euros have been allocated, but “they are not enough” given that the salary increase is 5.8% compared to 7% for pensions. “With all due respect, those who are in service are most in need”, he argues, and then a “paradoxical phenomenon is created, colleagues ask themselves whether it is worth retiring”, also following a “drastic salary reduction” . According to Trevisiol, it is therefore necessary to “detach the economic order of the management”.
For Usami, echoed by the national secretary with responsibility for Legal Studies and Legal Affairs Angelo De Mitri, it is “fundamental to make all members understand the historical turning point we are taking, the first negotiation”. In fact, until now, he recalls, “we were given almost pre-packaged contracts, we only found out about them when they were already signed”. Instead, “now we are constantly informing the bases about what is happening, the resources available, what we want. And we get everyone to participate with a platform where all the information from members is collected and not which we try to merge together with the others trade union organizations on the bargaining table hoping to obtain the maximum possible. The turning point is historic and must be understood by everyone, especially those who do not believe in military unions”, he concludes.
As regards supplementary pensions, Trevisiol complains that if Parliament has allocated the resources “there is a lack of political will”, while President Lupidi asks for “a social study to understand where the world of pensions should go”. Among the military, one leaves at 60, with children still dependent and a salary indebted, a pension of 68% of the paycheck is “unthinkable”. Therefore “politics must help us. We have clear ideas for improving social security and finding the necessary funds”.
With particular attention to young people. In fact, underlines Usami’s deputy national secretary for Equal Opportunities Larissa Nevierov, “supplementary pension provision is very close to our hearts, especially with regard to young people who do not realize its necessity and relevance. It is our commitment to inform them that it affects everyone and it is important because the union is responsible for negotiating and achieving this objective”.
A series of proposals then arrive from the room and from the other unions of the police force, including a request for presence in the confrontation with politics, the possibilities offered by artificial intelligence, to concentrate on the contractual renewal on the fixed part and to do common front on pensions.
“The relationship must continue over time, but I don’t know if making an immediate change is the right one.” The parliamentarian of the Democratic Party Andrea De Maria, participates this afternoon in the conference organized in Rimini by Usami, the trade union union of the Air Force military associations, opening up to the discussion in the Defense commission of which he is a member on the renewal of the contract and on the reform of law 46. We can think, he proposes, about a series of parliamentary hearings to “formally listen to you and manage new legislation together, following a ruling from the Constitutional Court”.
By seeking, he continues, “the balance between the role of the armed forces, the internal hierarchy and the rights of the worker”. Like the Pd, he comments, initiatives have been put in place for the full application of the legislation and, he remarks, “I don’t know if the path is immediately towards a modification”, but the “full exercise of trade union rights” must be guaranteed. On the contract, he continues, the issue of the necessary resources was raised in the commission and the pension issue is “central”, going to age 60 it is necessary to reflect on a different calculation of the coefficients. Furthermore, career transitions must be “streamlier”. In short, concludes De Maria, the desire is to “build a stable and permanent relationship with the unions”.
