Unique Zes. Barone (Lega): Giorgetti’s signature for the release of tax credit resources is excellent news

"I agree with the proposal of the former Zes Campania commissioner Giosy Romano to establish an automatic access mechanism"

NAPLES – “The signing by Minister Giorgetti of the decree which unlocks 1.8 billion euros for the tax credit for the single SEZ is certainly excellent news, we must just accelerate. Now companies that want to invest must communicate, between 12 June and 12 July, to the Revenue Agency the expenses to be incurred by 15 November and those already incurred after the approval of the regulation on the SEZ”. Thus Luigi Barone, national manager for territorial cohesion and SEZ of the Salvini Premier League and candidate for the European elections, who in recent days met a delegation of entrepreneurs from Campania who asked for clarifications on the procedures.

“The Zes Unica Mezzogiorno has been fully operational since March 1st and applications for the single authorization can be submitted exclusively to the telematic platform of the Sud Zes desk, now with the signature of Minister Giorgetti there are also the resources. Therefore the territorially competent Suap will have to direct users towards the digital desk, there are no other access routes. There are always doubts but in the specific case of the Zes everything is clear of Zes Unica the process is simple and by following the instructions you can upload the requests to the dedicated front office with a certain ease” adds Barone who continues: “Obviously the single authorization is one thing, the credit of tax which, as I said before, must instead be requested from the Revenue Agency. They are two different things: for the authorization the single interlocutor is the Zes Mission Structure, for the tax credit you must present a tax document to the Revenue Agency. specific communication in which the data of the eligible investments and the tax credit for which authorization to use is requested must be indicated”.

The SEZ includes 2,550 municipalities in the regions of Abruzzo, Basilicata, Calabria, Campania, Molise, Puglia, Sicily and Sardinia. “Both already operating companies and new ones will be able to benefit from advantageous conditions for investments and business development activities. The tax credit, up to a maximum of 45%, is granted for new investments in starting from 200 thousand euros: for the purchase or leasing of new machinery, plants and equipment intended for production structures already existing or built in the area; for the purchase of land and the acquisition, construction or expansion of properties instrumental to the investments (the cost of land and buildings cannot exceed 50% of the planned investment)”, states Barone who explains: “There is a tax credit for large businesses equal to 15% for the areas of Abruzzo that fall within the aid map for regional purpose, at 30% for the regions of Molise, Basilicata and Sardinia and at 40% for Campania, Puglia, Calabria and Sicily. The percentages increased by 10 points for medium-sized enterprises and by 20 for small ones. The tax credit is granted in compliance with the limits and conditions established and can be cumulated with other state benefits which include the same investments, in compliance with the limits established by the relevant European regulations”. p>

Regarding interlocution and sharing, the national head of Territorial Cohesion and SEZ of the League states: “The thematic tables and the discussion table with some regions of the South and representatives of Anci and Upi have already taken place at the Mission Structure for the development of the strategic plan of the Zes Unica”. Finally, regarding possible improvements in the current regulations on the SEZ, Barone concludes: “I agree with the proposal of the former Zes Campania commissioner Giosy Romano to establish a mechanism for automatic access to the tax credit with the green light to the single authorization and also further simplification with the Scia avoiding the transition to a conference of services. To attract investments and investors it is necessary to really reduce bureaucracy, allow entrepreneurs to obtain authorizations very quickly and access resources with equal ease, otherwise. the battle will be lost from the start”.
