ROME – The first Peace Conference on Ukraine concluded in Lucerne, Switzerland. The final statement “reaffirms the territorial integrity of Ukraine” underlining that “dialogue between all parties is necessary to put an end to the conflict“. Furthermore, it urges “the complete exchange of prisoners of war and the return of children deported from Russia.
The joint declaration was signed by 84 of the 96 delegations that attended the summit. The countries that refused to sign were: Brazil, India, United Arab Emirates, South Africa, Mexico, Armenia, Bahrain, Indonesia, Libya, Saudi Arabia and Thailand. Russia absent.
“It is important that all participants supported the territorial integrity of Ukraine, otherwise there will be no peace,” Ukrainian President Zelensky said at the end of the summit. “Some countries have decided not to sign, we must respect everyone’s opinions. They will come.” Russia “is not ready for a just peace. This is a mistake,” he stressed.
Furthermore, the final document denounces “the militarization of food security” and emphasizes that “any use of nuclear energy and nuclear installations must be safe, secure and environmentally friendly. Ukrainian nuclear power plants and facilities, including the Zaporizhzhia nuclear power plant, must operate safely and securely under the full sovereign control of Ukraine, in line with the principles of the IAEA and under its supervision Any threat or use of nuclear weapons in the context of the ongoing war against Ukraine is inadmissible”.
Secondly, “global food security depends on the production and uninterrupted supply of food products. In this regard, free, complete and safe commercial navigation, as well as access to the seaports of the Black Sea and the Red Sea ‘Azov, are crucial. Attacks on merchant ships in ports and along the entire route, as well as on civilian ports and civilian port infrastructure, are unacceptable be supplied freely and securely to interested third countries”.
Thirdly “all prisoners of war must be released through a full exchange. All illegally deported and displaced Ukrainian children and all other illegally detained Ukrainian civilians must be returned to Ukraine. We believe that achieving peace requires the involvement and dialogue of all parties. We have therefore decided to take concrete steps in the above-mentioned areas in the future with further commitment of representatives of all parties. The Charter of the United Nations, including the principles of respect for territorial integrity and of the sovereignty of all States, can and will serve as the basis for achieving comprehensive, just and lasting peace in Ukraine”.
“It is possible that the next peace summit on Ukraine could be held before November and, therefore, before the presidential elections in the United States.” This was said by Swiss Foreign Minister Ignazio Cassis.
