The U.A.P. conference on 27 June to Montecitorio “to ask the Government to limit the power of the Regions over diagnostic tests in pharmacies”

“Legality is essential for the growth of a country”: for this reason the U.A.P. (Union of Clinics, Polyclinics, Institutions and Private Hospitals) announces the press conference to be held in Montecitorioon 27 June at 4.00pm. The U.A.P. calls for “immediate intervention from the Government to control – and limit – the regulatory power of the Regions, some of which are approving funds to allow pharmacies to carry out pre-diagnostic activities, in defiance of the national legislation currently in force, pursuant to Legislative Decree no. 502/1992″.

In particular, “we want to prevent pharmacies, which enjoy mere municipal commercial authorizations, from carrying out healthcare services without respecting the same stringent regulations required of analysis laboratories, medical specialists, polyclinics and clinics. , diagnostic centers and public and private hospitals, which instead require regional authorizations and provide ISO:9001 certified health services specifically designed to protect the health of citizens”.

Furthermore, he underlines that “there is a tariff with higher reimbursements for pharmacies, creating disparity and rewarding those who do not respect the same standards but belong to powerful lobbies”.


For these reasons, the U.A.P. hopes “that the President of the Republic Mattarella and the President of the Conference of Regions and Autonomous Provinces Fedriga, guardians of legality, will intervene to protect our Constitution, in a moment of impasse of legality, maintaining rigorous controls for all healthcare services to guarantee safety and quality, for an efficient and safe healthcare system”.

Otherwise, in fact, private healthcare facilities “should be free to provide commercial services like pharmacies”. Furthermore, the press conference will announce the event that will be held in September to discuss the following topics:

  •  Tariff nomenclature proposed by U.A.P.;
  •  Outpatient and medical services only if each Region authorizes pharmacies in compliance with the national legislation of Legislative Decree no. 502/92;
  • Exit of the accredited and affiliated structures from the goods and services section and return to healthcare facilities;
  • 200 thousand network and non-individual services for clinical pathology laboratory networks;
  • Even the 1% that was allocated to the activities of clinics and clinics already included in the budget law of the previous year must remain in the position for which it was allocated.
  • We appeal to the President to return to putting a safety control in place for the health of Italian citizens, attending the event even if only with a letter or a videoconference connection.
