Minister Giorgetti's decree on superbonus approved: installments over 10 years for expenses incurred from January 2024 and stop, from January 2025, to compensation for banks and credit insurance
ROME – The Chamber gives the final approval to the superbonus decree, which becomes law. 150 deputies voted in favor and 109 against. Yesterday, the government had gained confidence in the decree. The super bonus therefore changes as desired by the Minister of Economy Giorgetti, in particular in terms of deferring the installments over a longer time. The recovery of expenses for construction works will be spread over ten years (and no longer over four, as it was until now) and this new method concerns all expenses incurred starting from January 2024 and not just those made from now on. The effect is, therefore, retroactive, and this has been one of the most contested points in the debate in recent weeks. Furthermore, the new decree provides for starting from January 2025 the stop to the compensation for banks and insurance companies of creditfrom building bonuses with INPS and Inail contributions.
MEROLA (PD): “WRONG DECREE, AFFECTS FAMILIES AND BUSINESSES”
“Today we know that we will have more and more confidence to hide the evident crisis of this majority. The forced vote on the superbonus occurs because the government, through amnesties, has favored tax evasion and now, with inadequate choices, it demonstrates its incompetence with changes that also create stomach aches for part of the majority”. This was declared by the dem deputy, Virginio Merola, leader of the Democratic Party in the Finance Commission in the declaration of the final vote on the Superbonus law decree.

MARATTIN: “GOVERNMENT DAMAGES CITIZENS AND BUSINESSES”
“The way in which the issue of the Superbonus and the sugar tax is addressed are the reasons why we will vote against this decree”, Luigi Marattin, group leader of Italia Viva in the Budget Committee of the Chamber, said during the explanation of vote.
“On the Superbonus – he adds – the provision introduces a considerable tightening: on the possibility of spreading the deductions for expenses incurred this year and on the prohibition for banks to discount credits from debts contributory and welfare. Yet this tightening will have an impact equal to 0.1% of the deficit/GDP this year and next. That is, citizens, businesses and banks are harmed for a negligible financial benefit. It wasn’t worth it and we are against it. If we try to limit the public finance impacts of the Superbonus, we should first of all explain how the Meloni government was able to get the Superbonus spending forecasts for 2023 wrong by as much as 40 billion euros. And the government has no one to blame for this but itself. As for the Sugar Tax, we have always said that it is useless and demagogic and if it did not come into force during Count II it was only thanks to us. But we don’t understand why this useless and harmful tax – together with the Plastic tax – only continues to be postponed and is not removed once and for all from our system”, he concluded.
FOTI (FDI): “WITH GOVERNMENT MELONI YES CONSTRUCTION BONUS SEASON CLOSES”
“With the definitive green light from Parliament to the Superbonus decree, the Meloni government effectively closes the season of building bonuses, which have ruined the state’s accounts, taking away resources from schools, healthcare and pensions. In particular, with this measure the deductions linked to the building bonuses incurred from January 2024 will be spread over 10 years. This will allow to give more breathing space to public finance, stemming the economic damage, fraud, illegality and speculation that have come and gone in recent years, provoked by Grillina demagogy.
