ROME – The council of ministers has approved the decree that launches the “infamous independent commission for the economic-financial control of professional football and basketball sports clubs”. The minister for sport and youth Andrea Abodi called it exactly like that, in a press conference at Palazzo Chigi: “infamous”. At the end of long weeks of controversy, however, he won: the football accounts will be controlled by the government.
“There is no danger for sports autonomy – said Abodi – The commission will make objective assessments, the federations will make decisions. Risk of Italian teams being out of international competitions? There are no rules in conflict with autonomy of sport. The rule provides precise criteria; the commission will deliver its evaluations to the federations who will then make their decisions on registrations for the championships”.
HOW THE “NOMOUS” COMMISSION WAS MADE
The Commission will have to certify the regularity of the economic and financial management of the companies. By 30 September of each year it will present a report to Parliament and to the President of the Council of Ministers, or to the political authority delegated in the field of sport, on the results of the activities carried out in the previous year and on the trend of the economic-financial balances of the professional sports clubs.
It will be composed of a president and six members, whose appointments will come with another decree, has been established. The president of INPS and the director of the Revenue Agency will be there. The president and the other four will be chosen from accounting magistrates, university professors in economic, legal and financial subjects, lawyers or accountants. The duration of the mandate is seven years and there is no possibility of confirmation.
