Save-the-home decree, interview with Francesca Bresciani (vice mayor of Pietrasanta): “Simplification that was needed”

What impact does the Save-Home decree approved by the Meloni Government have? Is it a yes or no amnesty? We talked about it with Francesca Bresciani, deputy mayor of Pietrasanta

ROME – Francesca Bresciani, vice mayor of Pietrasanta (Lucca), what impact do you think the Save-Home Decree approved by the Meloni Government will have on the national territory? How are other recent interventions in the real estate sector implemented in the territory that you administer?

“It was necessary to provide a simplification that would mainly affect internal buildings, double conformities and, among others, the interpretative uncertainties of the current regulations which are too often characterized by excessive rigidity. The Salva-Casa Decree aims precisely to free the real estate sector from regulatory complexity so as to facilitate the qualitative relaunch of the entire sector. Homeowners will be able to access credit institutions more freely when requesting loans as well as obtaining any concessions intended for them. This new provision will undoubtedly have a positive impact since it will intervene on less serious cases and on the development of homes. The recent interventions on the topic by Remind and President Paolo Crisafi well represent and have underlined the goodness of the Save-Home Decree, giving it a broad vision in terms of direct feedback on the national territory.
We have recently spoken about this – also on the proposal of Forza Italia – of urban regeneration, environmental sustainability and lower land consumption; all topics covered during the conference held at Palazzo Ferrajoli on 22 April 2024 and organized by Remind.
Obviously, in terms of valorisation and greater marketability as well as push on the real estate market, it is now necessary to also take into consideration the recently approved directive on April 12, 2024 regarding Green Houses. A topic that will have to be addressed with criteria since, by way of example only, with territorial reference, the residential properties in Pietrasanta, according to the Land Registry data, are 18,330 and, given that the highest percentage of properties in the province of Lucca fall into the least performing energy classes, E – F – G (as in most other regions and provinces of Italy), it is possible to hypothesize about those buildings interventions for a number that varies between 12,391 and 13,693″.

The Minister of Infrastructure and Transport, Matteo Salvini, father of the Decree, underlines that it is not an amnesty, even if in some cases it is called a “mini-amnesty”; In your opinion, however, could it represent a useful and strategic step in view of the European Championships?

“New measures are continually being proposed. The fact that this has now been approved just before the European elections has no impact. Those who act with commitment always act for the good of the community they represent. The simplification, the elimination of rigid bureaucracy and the benefits can only be welcomed with enthusiasm and favor. Real estate assets and in particular proposals in the housing sector have always been taken into consideration by the national centre-right and by those who govern the country today. It is worth remembering that already in the proposals of the 1994 Forza Italia program there was the “reduction of the tax on housing considered persecutory and of dubious constitutionality…”, a proposal then implemented in the following years with a decisive and concrete response to citizens. The center right has always gone in the direction of conservation and protection of real estate assets and even today, those who govern our country have demonstrated strong sensitivity and attention aimed at reducing rigid and cumbersome procedures which will then allow us to advance towards sustainability and enhancement of our homes.”
