ROME – Italy first in class in Europe “for objectives achieved and financial progress of the Pnrr”. While it does not deflate, on the contrary it increases, the controversy over the spending review announced by the Mef which, according to mayors and associations of local authorities, aims to hit the most virtuous municipalities in terms of projects financed by EU funds, Prime Minister Giorgia Meloni advances in stride, with the opening of the coordination cabin on the Pnrr, meeting today at the prefecture of Rome. And right at the table in Palazzo Valentini he expresses all his satisfaction with the primacy of the Bel Paese in the medium-term evaluation of the European Commission. Not only that, the prime minister announces the start of “phase 2”of the Pnrr.
ITALY PROMOTED: “JUST A LITTLE MISSING TO THE 52 OBJECTIVES OF THE 5TH INSTALLMENT, EQUAL TO 10.6 BILLION”
“Last 14 May the Council of the European Union adopted the technical revision of the new Italian Pnrr – explains the Prime Minister – It is an important date, because it effectively closes a year of great work by the Government to implement the Plan and secure financial resources, investments and reforms. The months that have just passed have been of extraordinary work by all ministries, structures and offices, which has allowed Italy to be in first place in Europe for objectives achieved and financial progress of the Pnrr. Primacy certified by the Medium-term evaluation of the European Commission“. And again: “In recent months we have achieved decisive goals, of which we are particularly proud – continues the prime minister – the new Pnrr has come into force, including the seventh REPowerEU mission; we have received payment of both the third installment of 18.5 billion that of the fourth installment of 16.5 billion euros (Italy has to date received 102.5 billion euros, compared to the 194.4 allocated by the European Union); achievement of the 52 objectives of the fifth instalment, equal to 10.6 billion euros“, added Meloni.
PHASE 2 OPENS, THE PROTAGONISTS OF THE COORDINATION CABINS IN THE PREFECTURES
“Today we enter Phase 2 of the Pnrr, the most important – he therefore announces – that of the concrete implementation of the reforms and the implementation of all strategic investments. Phase 2, in which it is< strong> it is essential to make the territorial-based monitoring of the Pnrr interventions more effective”, therefore “to encourage synergies between the different administrations and the implementing bodies operating in the same territory – he comments – and to improve the support activity for the territorial bodies , including promoting best practices”.
“To achieve these objectives, the Government has envisaged, with the legislative decree of 2 March 2024, n. 19, the establishment of a Permanent Pnrr Coordination Cabin at each individual Prefecture, composed by representatives of the central administrations, the Regions, the Provinces, the metropolitan cities, the Municipalities”, explained Meloni, specifying that “the Pnrr coordination cabins will be the venue in which the local administrations and the implementers of the Plan’s interventions will be able to discuss, bring any technical and operational critical issues to everyone’s attention and intervene promptly to resolve the problems and find the best solutions. Without wasting the work we have done so far, the Government has chosen to expand and strengthen the territorial structure further close to the implementing bodies of the Pnrr – which is the Prefecture -, precisely in the phase of establishing the Plan. Through the action of the Prefects, the Government will be able to carry out a more effective coordination and coordination action. for problem solving and liaison with the central administrations and the Pnrr mission structure”.

Finally, Meloni launches an appeal to all administrators interested in the success of the projects: “Putting the Pnrr on the ground is a challenge for Italy as a whole, and one that we can only win if all those involved in implementing the Plan they feel this responsibility on their shoulders“.
“Also for this reason – explained the Prime Minister – the decree provides that representatives of the most representative trade union organizations and business associations can also be called to participate in the Coordination Cabins in the Prefectures. The continuous comparison with the territories, among all the subjects involved, it will also allow us to speed up payments and standardize and spread good administrative practices throughout the national territory. Here, I just have to thank all of you, and in particular all the Prefects who are connected and who are listening to us , who from today will have the task of coordinating all the local and territorial representatives, the implementing bodies and those involved in the Plan and of discussing with them”. And the final exhortation is addressed precisely to the prefects: today, concluded Meloni, “a new phase begins and the Government is counting on you, on your commitment and your professionalism to overcome the challenge of implementing and putting the National recovery and resilience plan”.
