ROME – On the flows decree “we will modify the operational features that led to these distortions, and we will do so in compliance with the principle that inspired the Bossi-Fini law which has regulated the phenomenon in recent years , that is, allowing entry into Italyonly to those who hold an employment contract”. Prime Minister Giorgia Meloni says this in her briefing to the Council of Ministers on the flows decree.
“The commitment of the entire government has so far made it possible to reduce illegal arrivals by 60% compared to the same period last year. A result possible above all thanks to the collaborative relationships with the countries of North Africa, Tunisia and Libya in the lead”, said the prime minister.

“We are faced with a mechanism of fraud and circumvention of the dynamics of regular entry, with the heavy interference of organized crime, which we must stop and correct, exactly as we have done, and are doing, for the super bonus for construction and for citizenship income”. And again: “The aspects on which to intervene are those of the verification of applications for work authorization, the click day mechanism, the definition of quotas, the strengthening of special entry channels, and more importantly general collaboration with trade associations, with the aim of defining manpower requirements. What I have described so far will require, as I was saying, a dual level of intervention, regulatory and administrative first meetings that we will hold after the G7, with the collaboration of all the competent Ministries, a broad and detailed plan to resolve this problem should be presented”, adds Meloni.
From the monitoring of the flows “alarming data emerge. The fact is this. From some regions, above all Campania, we have recorded a number of applications for work authorization for non-EU citizens, during the click day, totally disproportionate to the number of potential employers, be they individuals or businesses”, explained Meloni. “One piece of data – continues the Prime Minister -: on permits for seasonal work, i.e. for work in the agricultural or tourism-hotel fields, in 2023, out of a total of 282,000 applications, 157,000 arrive from Campania, while 20,000 arrive from Puglia. Except that, for example in the agricultural sector, Puglia has around 12% of Italian agricultural businesses and Campania only 6%.
An even more worrying fact is that compared to the exorbitant number of applications for authorization, only one minimum percentage of foreigners who obtained a visa for work reasons on the basis of the “Flux Decree” actually signed a Campania employment contract, less than 3% of those who enter with a permit then sign one work contract”. “A significant gap between the number of people entering Italy for work reasons and the employment contracts that are actually signed is, however, a characteristic that many Italian regions have in common, albeit with less frightening numbers”, he adds.
For Meloni “in some territories the number of requests is enormous compared to the absorption capacity of the local productive fabric, and therefore is easily evident. In almost all Italian regions there is a significant gap between those who enter for the purpose of work and who actually signs an employment contract. What does this mean? In our opinion, it means that regular flows of immigrants for work reasons are used as a further channel for irregular immigration. It means that, reasonably, crime organized infiltrated the management of applications and the ‘flow decrees’ were used as a mechanism to allow access to Italy, through a formally legal and risk-free route, to people who would not have been entitled to it >, probably upon payment of sums of money (according to some sources, up to 15,000 euros per ‘practice’)”.
“The hypothesis of criminal infiltration – explains the Prime Minister – seems to be supported by the fact that the vast majority of foreigners who entered Italy in recent years using the ‘Flow Decree’ come from a single state, Bangladesh strong>, where the diplomatic authorities speak of phenomena of buying and selling visas for work purposes. The Bangladeshis, I remember, are also the first nationality of illegal immigration in the first five months of this year, and this presupposes a strong connection between criminal organizations. that operate in the country of departure and criminal organizations that operate in the country of arrival”.
For this reason, she adds, “having collected this data, this morning I went to the National Anti-Mafia and Anti-Terrorism Prosecutor Giovanni Melillo to deliver a complaint on the flows of foreign workers entering Italy in recent years using the so-called ‘Flow Decrees’. It is clear that if – as I imagine – on the one hand the judicial authority will open one or more investigations based on the elements provided and will follow the necessary investigation of the past, on the other hand, the solutions to stop this mechanism in the future are the responsibility of the government”.
