Manuela Manenti appointed extraordinary commissioner for university accommodation

First meeting with Bernini to outline the strategic lines of intervention

ROME – The engineer Manuela Manenti is the extraordinary commissioner for university accommodation. The Decree appointing the Presidency of the Council of Ministers implements the proposal of the Minister of University and Research, Anna Maria Bernini.

The Commissioner will operate within the MUR, in collaboration with the PNRR General Directorate and the PNRR Mission Structure of Palazzo Chigi, with the aim of achieving the target of 60,000 beds for university students envisaged by the National Recovery and Resilience Plan, through the implementation of simplified procedures.

Engineer Manenti carried out numerous tasks at the service of the public administration in the public works sector. In particular, since 2009 he has followed for the Department of National Civil Protection and subsequently for the Commissioner delegated for the reconstruction of the 2012 earthquake, as sole manager of the procedure, the implementation of school, housing and public building interventions in relation to the emergency earthquake that hit Abruzzo in 2009 and Emilia-Romagna in 2012. Since last February, Manenti has joined theboardof SIMCO, the company that deals with infrastructure for the Milan-Cortina 2026 Olympic Games.

An initial conversation has already taken place between Minister Bernini and engineer Manenti in which the strategic lines of intervention were outlined.

The appointment of the Extraordinary Commissioner for University Housing was provided for by Legislative Decree PNRR 4. The law also contains other measures for university housing. In detail, the number of subjects who will be able to create new housing has been expanded; the possibility of recognizing a contribution in the form of a tax credit also to the owners of the properties is foreseen; collaboration with the State Property Office has been strengthened, so that state universities, research bodies and regional bodies for the Right to Education will be able to request support from the Agency as a contracting authority.

And again, through a simplified regime it will be possible to change the intended use of the properties, transforming them into student residences with a restriction of at least 12 years. Tax breaks are also available. Should the value of the cadastral income of the property increase following the change in intended use, the increase will not contribute to the determination of property taxation and mortgage and cadastral taxes.

Last February, the Ministry of University and Research published the tender for the 60 thousand new beds that must be created by 30 June 2026 for an allocation of 1.2 billion.
