NAPLES – “I have always been critical of all pre-compiled forms. I believe that they only benefit a very low percentage of citizens. In other cases the Revenue Agency asks for a lot of documentation from taxpayers, thus frustrating the objective of simplification. I hope for the abolition of the pre-compiled declaration to make the procedures simpler”. This was declared by Alberto Gusmeroli (Lega), president of the Productive Activities, Trade and Tourism Commission of the Chamber of Deputies, during the Cnpr forum ‘The new pre-compiled 730 is underway: tax simplification or illusion?’, promoted by the Accountants and Accounting Experts Welfare Fund, chaired by Luigi Pagliuca.
“The Commission that I chair carried out a fact-finding survey on artificial intelligence, which lasted four months, listening to experts in the sector – he added – and very interesting news emerged. It is an ongoing revolution that must be regulated, governed and managed for the best possible use. We need to promote a large-scale training activity by introducing the subject right from primary school. Artificial intelligence can be a very important warning tool against tax fraud and the underground economy But it should not be used indiscriminately if you want to avoid dysfunctions and crazy bills that generate costs for businesses and professionals”.
Antonio Misiani (Pd), vice president of the Budget Commission at Palazzo Madama, has an opposite opinion: “We can only be in favor of a further evolution of the pre-compiled declaration. Introduced by center-left governments to start a process of simplification, we hope that this new model goes in the right direction by solving some technical problems, reported in recent days, which require rapid solutions use the pre-compiled form without anxiety or fear of subsequent revisions of the data, putting yourself in the most complete situation of tranquility regarding their relationship with the tax authorities. I strongly believe in the role of new technologies both in combating the phenomenon of tax evasion and to simplify the relationship between taxpayers and financial administration. AI may be a technologically valuable tool, but it must be used with criteria and rationality, according to precise, transparent and legible guidelines. It can allow the administration to make the best use of the enormous mass of data it already has, which must be filtered in order to be able to work in a much more targeted way towards the mass of taxpayers”.
Perplexity is expressed by Andrea De Bertoldi (deputy of Fratelli d’Italia in the Finance commission at Montecitorio): “The system that is being defined and which will be perfected in the time, will lead to an increasingly direct relationship between the taxpayer and the Revenue Agency. The fact that we arrive at a pre-compiled 730, on which there may be adjustments with additions, seems to me to be a path of no return by the public administration thanks to the telematic system, artificial intelligence and increasingly interconnected databases will facilitate this mechanism. I want to underline that the role of professionals will be decisive in supporting companies in dealing with the most critical situations particularly in the phases preceding the declarations and on the occasion of disputes and clarifications”.
Emiliano Fenu (group leader of the M5s in the Finance Committee of the Chamber) is also in favor of pre-compilation: “I agree with the idea of pre-compilation. It is necessary to provide taxpayers, even those who they cannot turn to a consultant, the tools to resolve the relationship with the tax authorities on their own. A greater effort must be made to ensure that it is truly a pre-compiled declaration. Because who goes to the Revenue Agency website and enters the drawer to view your pre-compiled 730 form, you realize most of the time that a lot of information is missing There must be an extra effort on the part of the financial administration but above all on the part of those who implement the software and who connects the databases to allow the taxpayer to access an effective pre-compiled declaration. It often happens that taxpayers give up on correcting the pre-compiled declaration, and if they enter new deductions to which they are entitled to access, the risk of assessment increases. . All these situations are unpleasant and further complicate the lives of citizens”.
During the debate, moderated by Anna Maria Belforte, the professionals’ point of view was expressed by Pasqua Borracci (accountant and statutory auditor of the Odcec di Bari): “The start of the new pre-compiled 730 available to Italian taxpayers requires us accountants to carefully monitor the correct procedure and its real functionality, in the hope that it is truly a simplification, to be we professionals have asked loudly several times in the relationship between the State and citizens. On this point we are still waiting for concrete signs that can truly lead to a turning point in our country’s tax system. artificial intelligence which could contribute significantly to this revolutionProvided that it is managed carefully by also involving us accountants in indicating priorities in programming. Otherwise the risk is that of a new wave of crazy cards”.
The conclusions were entrusted to Paolo Longoni, adviser of the National Institute of Accounting Experts: “I am in favor of the pre-compiled form, a tool which must facilitate the taxpayer’s relationship with the tax authorities even if it is not yet fully functional”.
