NAPLES – “In Italy, in order to take advantage of an adequate logistics service, two major factors are necessary: investments in roads, railways and ports on the one hand; taking advantage of spaces to build warehouses and logistics platforms which have recently had a great development, on the other. The logistics sector is fundamental for the economic and social development of the country. strong>. We are talking about 5.4 percent of the national gross domestic product. Without well-organised logistics, both internally and externally, it is absolutely not possible to do business.” This was declared by Graziano Pizzimenti (League deputy in the Environment commission at Montecitorio), during the Cnpr forum ‘Transport between innovation and sustainability: challenges of a key sector for competitiveness ‘, promoted by the National Pension Fund for Accountants and Accounting Experts, chaired by Luigi Pagliuca.
“The development of recent years in this strategic segment consists of activities almost entirely outsourced by production companies. There are now very few – continued Pizzimenti – companies that have transport and warehousing in house. Also because the new market rhythms tend to produce with the aim of immediate sale to reduce storage costs and, therefore, also the cost of the product for the end user profit”.
A critic of the government’s strategies is Luigi Nave (senator of the M5s in the Industry commission at Palazzo Madama): “Logistics is one of the most important sectors for the economy of our country and should be implemented in particular with infrastructures that guarantee greater environmental sustainability and lower costs. There is also another major issue relating to the shortage of manpower. We cannot find workers because wages are too low. To stem this phenomenon we had proposed the introduction of the minimum hourly wage. As regards road transport, however, much more needs to be done in terms of strengthening railway and port infrastructure. This – Nave remarked – is one of the main reasons why President Conte had asked for the 209 billion euros of the Pnrr. However, the Meloni government continues to invest in infrastructures that do not predominantly serve the country ignore the need to avoid road transport which pollutes and increases final costs for citizens”.
On Italy’s role in the Mediterranean, Alessandro Cattaneo (MP of Forza Italia, European Union Policy Commission) spoke: “The centre-right government, and we Forza Italia, we believe a lot in logistics. Italy has a strategic position, just look at it from a geographical map, with its configuration as a peninsula stretching towards North Africa, with the exchange of goods arriving from the Suez Canal, it must play better the role of a European and global player by enhancing its ‘assets’ in this sector. Our country, in fact, is the largest natural terminal for transport: from Sicily with an ad hoc corridor you reach the rest of Italy. EuropeToday this role is played by the Netherlands and Rotterdam is the most important European port for trade. For this, a bet on infrastructure is needed we are right in favor of the Strait Bridge; high speed for goods, think of the Turin-Lyon which we support with determination, while others demonize it. We need the approach of those who imagine infrastructures as a precondition for development. There are large investments in logistics but clear ideas are also needed and Forza Italia has illustrated them in a transparent way to contribute to the development of the Bel Paese”.
For Devis Dori (parliamentarian of the Green-Left Alliance in the Justice Committee of the Chamber): “The movement of goods by rail, the so-called iron cure, must be encouraged, rather than by road. As much as goods are indispensable for supplying our shops, at the same time we must start questioning our consumption methods, to avoid waste, and consumption habits in a neighborhood shop today it is convenient to buy online and therefore we encourage a large movement of goods by road with home delivery. As regards logistics, I express great concern about the fact that in Lombardy, which is increasingly becoming a real hub. of logistics, where instead of using existing warehouses and structures, new soil continues to be consumed without any control, which also causes problems for the waterproofing of the land and consequent flood phenomena. For some time – added Dori – we have been fighting for zero land consumption so that existing land can be used. On the topic of work in the logistics sector, I also presented parliamentary questions to highlight a worrying situation regarding working conditions, in particular that of underpaid porters forced to work exhausting shifts that put their health and safety at risk.” .
During the debate, moderated by Anna Maria Belforte, the professionals’ point of view was expressed by Eleonora Linda Lecchi (accountant and statutory auditor of the ODCEC of Bergamo >): “Even today, a large part of the goods in Italy, including those destined for other European Union countries, travel by road. With a significant impact on the environment, not to mention the costs which inevitably end up being passed on to consumers. The logistics sector in our country is worth 5.41 percent of the GDP but is starting to be seriously short of manpower.We need to urgently intervene in this sector by investing in infrastructureto improve the competitiveness of our companies, increasingly engaged in global scenarios with increasingly complex and demanding international markets”.
The conclusions were entrusted to Paolo Longoni (adviser of the National Institute of Accounting Experts): “There is an exaggerated burden of road transport in our country. The data confirms that around 5 million heavy vehicles circulate in Italy and more than 86% of transport takes place by road. Germany, for example, is at 64%. on infrastructure to ensure that intermodal transport pushes more on railways and sea transport and uses road transport only from logistics centralization hubs. It is not only an ecological necessity, but also an economic one because the cost of heavy vehicles is very high”.
